Commenting on the latest National Conversation paper, published by the Scottish Government and looking at rural affairs and the environment, Liberal Democrat Rural Affairs spokesperson Liam McArthur MSP said:
"This is more evidence that the Fisheries Secretary is taking his eye off the ball ahead of crucial talks at end of the year.
"Scottish fishermen will not thank him for spending his time opening up dividing lines with UK Ministers, rather than putting across a united front with Commission and other Member States.
"The politics of grudge and grievance, where it's always someone else's fault won't wash, particularly when jobs and livelihoods are at stake."
